About Phil Kauffman

Community associations

Phil has held multiple leadership positions in the PTA for over 13 years. He has served on the Montgomery County Council of PTA's Board of Directors as the Area Vice President for the Sherwood cluster and Northeast Consortium. He has been a Blake Cluster Coordinator and Farquhar MS PTA President. He has also chaired or been a member of numerous PTA committees at the county and local level. His service to children was recognized in May, 2007, when he was awarded an Honorary Life Membership by the Maryland PTA.

Phil has been a member of various MCPS committees, including School Improvement Plans, Boundary Advisory, School Naming, Principal and Community Superintendent Selection, and Curriculum Advisory at the elementary, middle, and high school level.

In 1998, Phil was one of the founding members of Northeast Montgomery Political Action Committee. He is currently on its Board of Directors.

Phil is a Mason and is a member of Columbia Lodge. He has been a volunteer with the Olney Boys and Girls Club softball league and the Montgomery County Swim League. He and his family worship at B'nai Shalom of Olney.

Background

Phil is a native of Philadelphia. He attended the University of Pennsylvania and graduated in 1974, with a B.A. in Economics. He received his law degree from the University of Maryland in 1977. He is a member of the Pennsylvania bar.

Phil and his wife Beth, an MCPS teacher, moved to the White Oak area of Montgomery County in 1987. They relocated to Olney in 1993, where they now reside. They have two daughters who have attended Montgomery County Public Schools. Their older daughter attended Jackson Rd., Brooke Grove, Farquhar, and Blake and graduated in 2005. She is now a junior at Muhlenberg College. Their younger daughter attended Brooke Grove, Sherwood ES, Farquhar, and Blake and graduated in 2007. She is now a freshman at Lafayette College

Phil is a Deputy Assistant General Counsel with the Department of Veterans Affairs. He supervises a national staff of attorneys that are responsible for providing legal support to the VA's $8 billion health care and information technology acquisition program.
